Most people say to do a Run-As on CMD and then launch the MSP installer.
This does not work. Try to open Powershell from Start>Programs> Accessories> Powershell
If it fails to open you need to:
Re-install Powershell. WINRM KB968930-x64 then re-install. You can see that Powershell will not open before the fix.

Those files may have been accidentally deleted from the computer or are hampered for use. A user can use the Windows search facility from the start menu to locate the missing installation files.
