I did not have any new users in my BB address book. I originally thought there was an issue with the GAL and BES.
I ran into this issue at a customer where the first cluster node on a ccr cluster in exchanges owns the GAL.
If it is not the active node it will not update the address book.
I thought this might be related to the reason I have no new contacts on my BB.
It was not the issue. The issue had to do with my BB.
In order to reset everything without going through re-activation go to Options > Advanced Options > Enterprise Activation
and in the email field press and hold the ALT key and type CNFG.
Once you enter this a hidden menu will appear and you need to change "Wireless Sync" to No, now exit this menu and repeat
the process but turn sync back to Yes.
Once you've changed this setting you will see the transfer arrows and it will automatically start
and it will repair all the wireless sync settings. The first time some stuff failed.
I did it again, it completed successfully and now I can find new users in my address book. This works to clear a lot of other issues without clearing all the user data.
